FORMER Home Secretary Lord Jenkins of Hillhead startled peers

yesterday with an attack on Britain's security services. The Liberal

Democrat leader in the Lords said: ''It is increasingly my conviction,

having twice been nominally in charge of MI5, that the security services

in several fields cause more trouble than they are worth.'' He said

Ministers found they had to deal more with ''internecine quarrels''

among members of the services than with any effective information they

provided. Lord Jenkins said his advice to any new Minister would be

''never sign automatically anything coming up from the security services

-- and be very cautious about signing it at all''.
