GUATEMALA CITY: Guatemalan President Jorge Serrano yesterday announced
that he was suspending the constitution, dissolving congress, and
calling a national assembly to draw up a new constitution. There were
reports that police had surrounded key buildings in the capital and that
the Government had taken over a private radio station.
