FLY-TIPPERS, rogue bin bag dumpers, litterers and irresponsible dog owners beware!

There will soon be a team out and about issuing on-the-spot fines to tackle the problem on the county’s streets.

Pembrokeshire County Council is preparing to launch a pilot project using private enforcement officers to reduce the amount of waste on our streets and roads as well as fining those caught doing it.

A Civil Enforcement Task and Finish Group has been examining to viability of the pilot launch and it is envisaged it will begin by the end of the financial year.

The group reported to Services Overview and Scrutiny Committee last week a recommendation that a six month report be provided on the pilot including the number of fixed-penalty notices issued and what offences.

Chairman of the group, Cllr Jamie Adams, said part of the discussions had focused on whether the civil parking enforcement officers could incorporate fining dog owners who let their dogs foul in the street without picking it up and those littering but it was found to be not part of the same legislative procedures.

“They can be part of the eyes and ears looking at the issues,” said Cllr Adams at last week’s committee, adding the recommendation of a pilot scheme had been agreed.

A number of councillors raised the issue of black and orange bags being left out on the wrong weeks or after collection times in many areas and heard that the pilot scheme hoped to tackle the issue by fining those responsible.

“These people need to be taken to task,” said Milford Haven councillor Stephen Joseph.

It was agreed that the work of the task and finish group would be incorporated with a Cabinet plan to engage with town and community councils to tackle dog fouling and reports on all the work would be submitted for scrutiny in six months.
