Pembrokeshire county councillors need greater scrutiny of senior officer positions like the chief executive, a leading county councillor has stated.
The Notice of Motion, for consideration today (Monday) before reporting back to full council for determination, is intended to extend member scrutiny of senior management appointments and chief officer terms and conditions.
It calls for an amendment of the delegated authority of the Head of Paid Service to include the Senior Staff Committee in any considerations on any Chief Officer post before implementation, and to consider terms and conditions for such posts.
It stresses that no changes or creation of a post should be made without referral and approval.
“The previous chief executive exercised, in my view, too much control over the decision making process, particularly in relation to staffing,” said Cllr Miller in his Notice of Motion.
He finished: “The current set of delegated authorities dealing with staffing are just one example of elected members in Pembrokeshire allowing the chief executive too much authority and taking too little interest in key decisions which are being made on their constituents’ behalf.”
The motion is partially recommended for adoption, with consideration of changes affecting chief officer posts above £100,000 being considered by councillors.
